President Patrick Herminie met the National Unity Committee and its Technical Working Team at State House on Wednesday, 26 February, to finalise the Bill creating the successor to the Truth, Reconciliation and National Unity Commission.

The President of the Republic, Dr Patrick Herminie, chaired an extraordinary meeting of the Cabinet on Thursday morning. During the meeting, the Cabinet approved the Commission for the Enforcement, Implementation and Monitoring of the Recommendations of the Truth, Reconciliation and National Unity Commission Bill, 2026.

The proposed law provides for the creation of an independent statutory commission. Its mandate is to enforce, implement and monitor the recommendations contained in the final report of the Truth, Reconciliation and National Unity Commission (TRNUC).

According to the Cabinet, the commission will determine and facilitate the payment of reparations to victims through a Reparations Trust Fund. It will also support rehabilitation efforts. In addition, it will ensure proper follow-up on the findings of the TRNUC.

Furthermore, the commission will promote national education and awareness. It will preserve and document the findings and recommendations of the TRNUC. These records will be made accessible through a national repository. The body will also support initiatives aimed at strengthening public understanding and historical awareness. These initiatives will focus on reconciliation, unity, human rights and respect for the rule of law.

The bill also establishes legal and institutional structures to address violations identified by the TRNUC. The Cabinet said these measures will ensure issues are handled in a fair, transparent and systematic manner. The aim is to reinforce accountability and strengthen public confidence in the reconciliation process.

The approval of the bill marks a step in the national reconciliation process. It also reflects the government’s stated commitment to unity, justice and closure for the people of Seychelles.
