
An inquiry into a prison incident at Montagne Posée in 2024 has heard its first testimony, with an inmate describing a series of events involving prison officers, armed units and the use of force.
Convict Steven Hoareau was the first witness to appear before the Commission of Inquiry. His testimony was broadcast live on television and social media.
Before speaking, the chairperson, Justice Alfred Mavedzenge, reminded him to tell the truth and avoid hearsay.
The questioning began with commissioner Vic Tirant, a former prison commissioner. He referred to the events of 5 December 2024.
Hoareau said the disturbance began at around 15:00 local time. He then described what he said he saw and heard during the incident.
Hoareau alleged that Tanzanian prison officers were involved in efforts to control the situation. He described their conduct as “arrogant”.
According to his account, tensions escalated when an officer was handling a prisoner identified as Rio Rath. He said other inmates reacted by raising their voices.
As questioning continued, Hoareau said additional units became involved. He referred to the presence of POTRU officers during the incident.
He also claimed that rubber bullets were used against prisoners at several points.
Furthermore, he told the commission that masked army officers were present. He said he believed they were from a unit he identified as “Tazar”.
Mr Hoareau also alleged the involvement of a group he called “IBOU”. He said they carried firearms equipped with scopes and green laser devices.
The commission heard additional testimony from other individuals on the first day of public hearings.
