Pascal Morin sworn in as Seychelles Financial Services Authority chief executive

Mr Pascal Morin has been sworn in as the new Chief Executive Officer of the Financial Services Authority (FSA) of Seychelles. He took his oath on Tuesday, 9 December, before Chief Justice Rony Govinden, including an oath of confidentiality under the Financial Services Authority Act.

Mr Morin was appointed to the post with effect from 4 December 2025. His appointment is in line with Section 75 of the Public Enterprises Act, 2023, as read with Section 9 of the Financial Services Authority Act.He holds a Master of Laws in International Banking and Finance Law, as well as a Bachelor of Laws degree.

Mr Morin has experience in the financial services sector, with expertise in regulatory supervision, institutional governance, compliance oversight and strategic transformation. His career has included senior positions in both the public and private sectors, as well as with international organisations.

Mr Morin succeeds Mr Randolf Samson, who concluded his term as chief executive on 4 December 2025. Mr Samson had served in the role since 15 October 2022, following a long career within the Authority.

The Board of the Financial Services Authority thanked Mr Samson for his service and leadership and said it was committed to supporting Mr Morin in his new role. It added that it would ensure a smooth leadership transition to maintain continuity of operations and safeguard the stability of the financial services sector.
