
India has announced a USD 175 million Special Economic Package for Seychelles following talks between President Dr Patrick Herminie and Prime Minister Narendra Modi in New Delhi. The announcement came during President Herminie’s State Visit to India.
President Herminie met Prime Minister Modi at Hyderabad House. Both leaders held discussions on cooperation and development priorities between the two countries.
Economic package targets key sectors
Prime Minister Modi said the package includes USD 125 million in rupee-denominated Lines of Credit and USD 50 million in grant assistance. The funding will support public housing, mobility, infrastructure development, capacity building, and maritime security.
In addition, the visit led to the exchange of several Memoranda of Understanding covering health, environment, culture, digital technology, capacity building, and trade. The agreements aim to expand cooperation between Seychelles and India.

Additional measures announced
Prime Minister Modi also announced further initiatives to support Seychelles’ development and security capacity. These include adoption of the India–Seychelles Joint Vision for Sustainability, Economic Growth and Security, and the refit of PS Zoroaster for the Seychelles Coast Guard.
India will also gift 10 ambulances to strengthen emergency medical services. In addition, 1,000 metric tonnes of grains and lentils will be provided under the Special Economic Package.
Further support includes 10 utility vehicles and five Laser Radial-class boats with spares for the Seychelles Defence Force. Plans were also announced to establish a Seychelles Hydrographic Unit with Indian assistance.
Wider cooperation discussed
Both leaders also discussed further cooperation. These include joint naval exercises, disaster relief coordination, and youth-focused initiatives. Prime Minister Modi also proposed promoting cricket in Seychelles through training and capacity-building programmes.
President Herminie invited Prime Minister Modi to attend Seychelles’ 50th Independence Anniversary celebrations as Guest of Honour. The event will also mark 50 years of diplomatic relations between Seychelles and India.
Visit highlights strengthened relations
The six-day State Visit took place shortly after President Herminie completed his first 100 days in office. Officials say it reflects both countries’ commitment to deepen cooperation and deliver benefits to their people.
Congratulating President Herminie on his October 2025 election victory, Prime Minister Modi described him as a “people’s President” and expressed confidence in closer relations between the two nations.
