Government publishes legislation to establish Seychelles Tourism Board

The Seychelles government has officially published proposed legislation to establish the Seychelles Tourism Board.

The Seychelles Tourism Board Bill, 2026 appeared in the Official Gazette on 12 January 2026. It sets out the legal framework for creating a statutory body responsible for marketing and promoting Seychelles as a tourist destination.

According to the explanatory statement, the proposed board would lead national tourism marketing efforts and coordinate promotion activities locally, regionally and internationally. In addition, it would conduct market research to support tourism policy and strategy.

The Minister responsible for tourism, Amanda Bernstein, signed the explanatory statement accompanying the bill on 8 January 2026.

Under the proposed law, the President would appoint a board of directors to govern the board. This would include a chairperson and representatives from the tourism and finance ministries. It would also include four members with experience in tourism, hospitality, travel or air transport, appointed in consultation with recognised industry associations.

The bill also provides for the appointment of a chief executive officer. The chief executive officer would serve as the accounting officer and report to the minister responsible for tourism. The President would appoint the chief executive officer and may appoint a deputy.

Funding for the board would come from government allocations approved by the National Assembly. It would also come from income generated through its activities and from funds received through loans, donations or grants. The board would be required to keep audited accounts and submit an annual report to the minister.

The bill states that the minister would bring the act into operation on a date announced through a notice in the Gazette.
